Dear Enumclaw School District Community,
A Major Step Forward for Our Growing Community
For more than ten years, the Enumclaw School District has been working alongside the City of Black Diamond and the Oakpointe Developer to plan for future schools in the Ten Trails area. As the community has continued to grow, so has the need for additional classroom space. After the February 2023 bond did not pass, the Oakpointe Developer approached the District with shared concerns about capacity and the need for a new elementary school. Together, we revisited earlier agreements to find a responsible and community-focused path forward.
I am excited to share that after more than two years of strategic work, these efforts have resulted in a new, three-party agreement that provides up to $68 million to build a new elementary school in Ten Trails, without requiring a new bond or additional cost to our taxpayers. This includes releasing the district’s interest in (“selling”) a large school site (within the development and existing agreement) for $40 million, up to $25 million in additional financing repaid only through future mitigation fees owed to the district, and an additional $3 million for two playfields.
We have now begun the process of selecting a Progressive Design Build team for the project, an approach that allows designers and builders to work together from the start, improving cost controls and shortening the overall construction timeline. Planning and design will begin in January 2026, with regular updates shared throughout the process.
This is a significant and exciting moment for the Enumclaw School District. I am grateful for the foresight of past school leaders (superintendent and Board Directors), the partnership of the Oakpointe Developer and the City of Black Diamond, and the dedication of our staff who helped make this possible.

Enumclaw High School's first-ever Beyond the Hive event was a well-attended opportunity for families and students to attended a variety of helpful sessions, including financial aid, college applications, senior timelines, résumé writing, and strategies for supporting struggling students.
We’re excited to continue offering these opportunites for our families and making Beyond the Hive an annual opportunity for parents and students to come together, learn, and prepare for the road ahead.

Join Us for Beyond the Hive: An Evening for Families to Learn, Connect and Plan for Life After High School |
Enumclaw School District invites families and community members to a special presentation, “Our Five Shared Commitments: Preparing Students for the Future Together.”
How do we keep students engaged in learning? How do we prepare students for life, not only for standardized tests? What would we measure if we were looking for impact beyond test scores? How are we bringing our Theory of Action and our Mission to life?
Join district leaders to learn how ESD is:
- Responding to national trends in student engagement
- Focusing on what matters most for students beyond standardized test scores
- Monitoring key commitments tied to leading indicators and research in the areas of student well-being, literacy proficiency, algebraic reasoning, on track for graduation, and graduates who leave with a clear plan and pathway
- Seeing results with three-year trend data rising faster than the state average in both English Language Arts and Math

ESD Board Approves Resolutions to Place Replacement Levies on the February 2026 Ballot |
At its regular meeting on Monday, November 24, 2025, the Enumclaw School District Board of Directors approved Resolutions 1150 and 1151 to place two replacement levies before voters in the Special Election scheduled for February 10, 2026.
If approved, the Educational Programs and Operations (EP&O) Replacement Levy and the Instructional Technology Replacement Levy would continue funding for existing programs and services when the current voter-approved levies expire in 2026. The EP&O levy was last approved in 2022, and the Instructional Technology levy in 2020.
Continuing Support for Programs and Services
Local levies help close the gap between state and federal funding and the actual cost of operating schools in Enumclaw. Together, the district’s current voter-approved levies account for about 16 percent of the district’s operating budget.

In the event of inclement weather or power outage, we may need to implement a school closure or delay when conditions make it unsafe to operate on our normal school schedules. It is always our goal NOT to extend the school year further into the summer months with “snow days,” however, student and staff safety is our top priority.
The information below explains how we make decisions regarding the delay or cancellation of school days due to weather conditions and how you can access and receive notifications about this information.
Around 3:30 AM on weather-impacted days, Superintendent Dr. Carey, Transportation Supervisor Kami Clark, Director of Facilities, Operations and Athletics Phil Engebretsen, and Director of Business Kyle Fletcher, drive district roads to assess real-time road conditions. Each of them drives a different part of our school district.
After they have traveled the routes, they gather to share the information and determine what our transportation options will allow, as far as a school day is concerned. Of the many factors that are considered, we evaluate road conditions for buses and staff/student drivers, the amount of snow or ice, outside temperatures, the weather forecast, and changing weather conditions. It is not uncommon to have delays in the early winter with little snow if the temperature is below freezing and not expected to rise much above freezing during the day. We find that road conditions for our buses are quite treacherous in these icy conditions. In late winter, the converse could be true. We could have several inches of wet snow, but the temperature is above freezing, making roads passable. We make the very best decision each time we are faced with winter weather conditions.
The key factor when deciding on whether we can have school on a regular schedule or a late start is whether our buses can travel our emergency routes. Often, this is just what we need to do in order to operate the school. There are times we need to extend the emergency routes in a few locations. When this occurs, our drivers call families.
Our goal for determining school delay or closure status is typically no later than 6:00 AM.

• We will place the delay or closure announcement on our district website at www.enumclaw.wednet.edu and our Facebook page at www.facebook.com/enumclawschooldistrict. If our district is running emergency bus routes, you can find this information on our website and Facebook as well.
• Each family will receive a phone call, text and email via Thrillshare before 6:00 AM if a decision has been reached regarding a delay or school closure. Sometimes the weather conditions shift after 6:00 AM, and therefore a decision will be made at the earliest time possible.
• Radio and television stations will receive our information as well. Often they are tracking many school districts and at times have reported information different from what we have decided. Please use one of the above sources if you receive contradictory information.
